NYC Mayor Mamdani Announces Next Phase of Free 2-K Childcare Across All Five Boroughs

NEW YORK, October 19, 2026 — New York City Mayor Zohran Mamdani and New York Governor Kathy Hochul have announced the next phase of the city’s free 2-K childcare program, adding 10,000 seats for children beginning in fall 2027.

According to the official announcement from the NYC Mayor’s Office, the expansion will extend the program to all five boroughs, including every school district in the Bronx and all of Staten Island. The city expects the expanded program to serve more than 12,000 families.

Which School Districts Will Receive 2-K Seats?

The expansion will add 2-K programs to 17 additional geographic school districts, bringing the total to 22. The city will also increase capacity in the five districts already participating.

Manhattan

  • District 4: East Harlem and Randall’s Island.
  • District 5: Central Harlem, East Harlem, Manhattanville/West Harlem, Morningside Heights and Hamilton Heights/Sugar Hill.

Brooklyn

  • District 16: Bedford-Stuyvesant, including Stuyvesant Heights, and parts of northern Crown Heights and Ocean Hill.
  • District 17: Crown Heights, Prospect Lefferts Gardens, Wingate, Prospect Heights, Flatbush and East Flatbush, along with portions of nearby neighborhoods.
  • District 19: East New York, New Lots, Cypress Hills, City Line, Spring Creek and Starrett City, with parts of nearby communities.
  • District 20: Bay Ridge, Fort Hamilton, Dyker Heights and Bath Beach, plus parts of surrounding neighborhoods.
  • District 21: Coney Island, Sea Gate, Brighton Beach, Gravesend, Homecrest, Mapleton/Ocean Parkway and Midwood, with portions of neighboring areas.
  • District 32: Bushwick and parts of East Williamsburg and northern Bedford-Stuyvesant.

Queens

  • District 24: Corona, Elmhurst, Maspeth, Middle Village, Ridgewood, Glendale, Sunnyside and Woodside, plus portions of nearby neighborhoods.
  • District 28: Rego Park, Forest Hills, Kew Gardens, Briarwood, Jamaica Hills, Jamaica, South Jamaica, Richmond Hill, South Richmond Hill, South Ozone Park, Baisley Park, Rochdale Village and Springfield Gardens, along with parts of surrounding areas.
  • District 29: Queens Village, Cambria Heights, Hollis, St. Albans, Laurelton, Rosedale, Springfield Gardens and Brookville, plus portions of nearby neighborhoods.

The Bronx and Staten Island

The expansion will cover every school district in the Bronx and all of Staten Island. This includes Bronx districts not covered by the initial rollout, while District 10 in the Bronx is already part of the existing program. Staten Island will also gain access across the borough.

Existing 2-K Districts

The program began its initial rollout in fall 2026 in five school districts:

  • District 6: Washington Heights, Inwood and Hamilton Heights in Manhattan.
  • District 10: Fordham, Kingsbridge and surrounding Bronx neighborhoods.
  • District 18: Canarsie and Remsen Village in Brooklyn.
  • District 23: Brownsville and Ocean Hill in Brooklyn.
  • District 27: Ozone Park, South Ozone Park, Richmond Hill, Woodhaven, Howard Beach and the Rockaways in Queens.

When Will the Expanded Program Begin?

The additional 10,000 seats are planned for fall 2027. The city says 2-K will continue to operate through center-based childcare programs and licensed family childcare providers. The default model will remain full-day and full-year care.

Officials said the timeline for families to apply for the fall 2027 expansion would be announced in the coming weeks. Families should consult official NYC Public Schools announcements for eligibility details, participating providers and application instructions.

Why the Expansion Matters

Free childcare can reduce the financial pressure on working families while giving young children greater access to early learning. The city’s announcement follows strong demand during the initial application cycle, when more than 5,700 families applied for approximately 2,000 seats.

The expansion is supported by a broader state investment in early childhood care and education. Its ultimate reach will depend on implementation, provider capacity and the availability of seats in individual neighborhoods.

NGN News will continue to follow official announcements about the program and future application dates.
